Problem uploading picture

I get the following error when uploading a display picture:
The selected file /tmp/tmp_GEKeuw could not be uploaded, because the destination files/pictures/picture-25979.jpg is not properly configured.
Failed to upload the picture image; the pictures directory doesn't exist.
Why?

The image I have tried uploading a 12.1 kb 85x85 png and a 2.85 85x85 jpg. I'm using Windows Vista w/ IE8.
